Digital File Formats for Videotape Reformatting

The Federal Agencies Digitization Guidelines Initiative Audio-Visual Working Group has released Digital File Formats for Videotape Reformatting.

The project to compare video formats for reformatting is being led by the National Archives and Records Administration with significant input from the Library of Congress. The resulting matrixes offer comparisons of the wrappers AVI, MOV (QuickTime), Matroska, MXF, and MPEG-2 (ad hoc file wrapper), and the following encodings: uncompressed (various types), lossless JPEG 2000, ffv1, and MPEG-2 (encoding). The Working Group's starting point is a useful 2011 report by George Blood for the Library of Congress titled Determining Suitable Digital Video Formats for Medium-term Storage. The inclusion of MXF means that the comparison will complement the FADGI Audio-Visual Working Group's active contributions to the finalization of the MXF AS-07 application specification for preservation and archiving, a "pre-version" of which has been adopted by the Library of Congress as their video preservation format. Nevertheless, as the finalization of AS-07 continues, members of the Working Group and others have expressed interest in evaluating alternate digital file formats. These alternate formats may be appropriate to certain classes of content, for use as interim measures, or suitable for organizations in modest technical circumstances.

Eight case histories document aspects of the current state of practice in six federal agencies working with born digital video. These case histories not only document deliverables and specifications but also tell the story of each project, and provide background information about the institution and the collection, as well as lessons learned. The Institute of Museum and Library Services (IMLS) announces the Notice of Funding Opportunity (NOFO) for the second round of FY 2015 National Leadership Grants for Libraries (NLG). The IMLS National Leadership Grants for Libraries program invests $12 million annually in projects that improve professional library and archive practice, drive innovation, and have a national impact.

This year, IMLS offered two opportunities to apply for FY 2015 National Leadership Grants for Libraries. This NOFO announces the February 2, 2015 deadline and is a call for two-page preliminary proposals. From the proposals, we will select applicants and invite them to submit full proposals in June. Applicants who were not invited to continue from the first round of funding are welcome to submit new preliminary proposals during this round.

We encourage applications that address two project categories. They were identified in a series of IMLS Focus meetings held earlier this year: 

  • National digital platform, with support to bridge gaps between disparate pieces of the existing digital library infrastructure for increased efficiencies, cost-savings, access, and services. Note: the program cannot support the digitization of content.
  •  Learning spaces in libraries, including work that builds institutional capacity, develops STEM learning, engages community, and encourages partnerships to support all types of learning and inquiry, including participatory and hands-on learning in libraries.

This is a case study of my short book, Open Access (Suber 2012a). The book is not "enhanced" in the way that a growing number of digital academic books are enhanced. It has no graphics, no multimedia, and no interactivity beyond links, and does not offer different layers or pathways for readers at different levels. From that point of the view the book is conventional and text-oriented. But it has two other enhancements worth highlighting. First, the full text is open access, which benefits authors and readers, and sometimes also publishers. Second, the book has a companion web site of open-access updates and supplements, which benefits all three groups.

To examine academic libraries' responses to OA publishing charges, this article explores the adoption of OA funds among Canadian academic research libraries from 2008 to 2012 by analyzing results from a series of previously published surveys. The findings are then examined in light of Everett Rogers' Innovation Diffusion Theory (IDT) to consider the question of whether or not OA funds are becoming a standard service in Canadian academic research institutions. Adoption in Canada is briefly compared to that in the United States and United Kingdom. The paper concludes that, as of 2012, OA funds were becoming common but were not a standard service in Canadian academic research libraries and that libraries were actively participating in the development of OA funding models.
