Open Access Directory, a Factual Wiki, Launched

The Open Access Directory, a Wiki for factual information (vs. narrative descriptions) about the open access movement has been launched.

Here's the press release:

Peter Suber and Robin Peek have launched the Open Access Directory (OAD), a wiki where the open access community can create and maintain simple factual lists about open access to science and scholarship. Suber, a Research Professor of Philosophy at Earlham College, and Peek, an Associate Professor of Library and Information Science at Simmons College, conceived the project in order to collect OA-related lists for one-stop reference and searching.

The wiki will start operating with about half a dozen lists—for example, conferences devoted to open access, discussion forums devoted to open access, and journal "declarations of independence"—and add more over time.

The goal is to harness the knowledge and energy of the open access community itself to enlarge and correct the lists. A list on a wiki, revised continuously by its users, can be more comprehensive and up to date than the same list maintained by an individual. By bringing many OA-related lists together in one place, OAD will make it easier for users, especially newcomers, to discover them and use them for reference. The easier they are to maintain and discover, the more effectively they can spread useful, accurate information about open access.

The URL for the Open Access Directory is oad.simmons.edu.

The wiki is represented by an editorial board consisting of prominent figures in the open access movement. The Graduate School of Library and Information Science (GSLIS) at Simmons College hosts and provides technical support to the OAD.

Interview with Microsoft's Pablo Fernicola about Article Authoring Add-in for Microsoft Office Word 2007

Jon Udell has posted an interview ("Word for Scientific Publishing") with Pablo Fernicola, a Microsoft Group Manager, about the Article Authoring Add-in for Microsoft Office Word 2007 (see my prior posting "Microsoft Developing Authoring Add-in for Microsoft Office Word 2007 with NLM DTD Support"). (Warning: there is a very annoying Silverlight download pop-up that obscures part of the post.)

JorumOpen, UK Repository for Creative Commons Licensed Educational Materials, Announced

JISC has announced JorumOpen, a national repository of open access educational materials under Creative Commons licenses.

Here's an excerpt from the announcement:

It was announced today that Jorum, the UK national repository for learning and teaching materials funded by JISC, is to offer open educational resources. This will make it easier for lecturers and teaching staff to share and re-use each other's teaching resources. JorumOpen—as it will be called—will also provide a showcase for UK universities and colleges on the international stage. . . .

Jorum is managed jointly by EDINA and Mimas, the two National Academic Data Centres funded by JISC at the Universities of Edinburgh and Manchester. During the first phase of Jorum's development, the focus has been on building a system that safeguards investment in digital learning resources and offers controlled access to licensed materials. The result is a service that supports access to over 2,500 learning resources for download for direct use in the classroom and within virtual learning environments (VLEs).

Through the development of JorumOpen, lecturers and teachers will be able to share materials under the Creative Commons licence framework: this makes sharing easier, granting users greater rights for use and re-use of online content and easier to understand. Importantly, it does not require prior registration. As a result availability is global as well as across UK universities and colleges. JorumOpen will run alongside a 'members only' facility, JorumEducationUK, that will support sharing of material just within the UK educational sector; this will be available only to registered users and contributors, as is currently the case.

Open Access to High-Energy Physics Journals: Greater Western Library Alliance Expresses Interest in SCOAP3 Project

The Greater Western Library Alliance, a consortium of 31 research libraries, has expressed interest in the SCOAP3 project. The Greater Western Library Alliance joins a growing list of U.S. institutions interested in the SCOAP3 project.

Here's an excerpt from Towards Open Access Publishing in High Energy Physics: Executive Summary of the Report of the SCOAP3 Working Party that explains the project:

The proposed [SCOAP3] initiative aims to convert high-quality HEP journals to OA, pursuing two goals:

  • to provide open and unrestricted access to all HEP research literature in its final, peer-reviewed form;
  • to contain the overall cost of journal publishing by increasing competition while assuring sustainability.

In this new model, the publishers’ subscription income from multiple institutions is replaced by income from a single financial partner, the "Sponsoring Consortium for Open Access Publishing in Particle Physics" (SCOAP3). SCOAP3 is a global network of HEP funding agencies, research laboratories, and libraries. Each SCOAP3 partner will recover its contribution from the cancellation of its current journal subscriptions. This model avoids the obvious disadvantage of OA models in which authors are directly charged for the OA publication of their articles. . . .

In practice, the OA transition will be facilitated by the fact that the large majority of HEP articles are published in just six peer-reviewed journals from four publishers. Five of those six journals carry a majority of HEP content. These are Physical Review D (published by the American Physical Society), Physics Letters B and Nuclear Physics B (Elsevier), Journal of High Energy Physics (SISSA/IOP) and the European Physical Journal C (Springer). The aim of the SCOAP3 model is to assist publishers to convert these "core" HEP journals entirely to OA and it is expected that the vast majority of the SCOAP3 budget will be spent to achieve this target. The sixth journal, Physical Review Letters (American Physical Society), is a "broadband" journal that carries only a small fraction (10%) of HEP content; it is the aim of SCOAP3 to sponsor the conversion to OA of this journal fraction. The same approach can be extended to another "broadband" journal popular with HEP instrumentation articles: Nuclear Instruments and Methods in Physics Research A (Elsevier) with about 25% HEP content.

Going Up: Serials Prices Increase 9% to 11% in 2008

Library Journal has published "Periodicals Price Survey 2008: Embracing Openness."

Most of the narrative discusses open access developments. The news on toll-access serials remains grim:

Prices of subscription-based journals increased nine to ten percent in 2008, driven by an extremely weak dollar. Non-U.S. titles in the humanities and social sciences increased even more (11 percent), because publishers in these disciplines tend to price in native currencies, driving U.S. prices up when those currencies are converted to dollars. The sciences, on the other hand, are dominated by large European publishers that price in U.S. dollars, reducing the volatility of prices and keeping price increases in foreign scientific journals under nine percent. Given the continuing slide of the dollar, expect increases in 2009 to approach ten percent overall.

As usual, the article includes detailed tables packed with serials cost information.

Average subscription prices in some high-ticket disciplines include: Chemistry, $3,490; Physics, $3,103; Engineering, $1,919; Biology, $1,810; and Technology, $1,776; and Astronomy, $1,671.

California Digital Library Puts Up Mass Digitization Projects Page

The California Digital Library has added a UC Libraries Mass Digitization Projects page to its Inside CDL Web site.

The Web site includes links to Frequently Asked Questions, contracts with digitization partners, and other information.

Of special interest in the FAQ are the questions "What rights to the digitized content does UC have in the projects; will access be limited in any way?" and "How will our patrons be able to access these texts, i.e. through MELVYL, or local catalogs, or a webpage, any search engine, or….?"

Harold Varmus on the NIH Public Access Policy

NPR has released a digital audio interview with Harold Varmus (Noble Prize winner, President of the Memorial Sloan-Kettering Cancer Center, former Director of the National Institutes of Health, and co-founder and Chairman of the Board of Directors of the Public Library of Science) about the NIH Public Access Policy and open access.

Repository Interface for Overlaid Journal Archives: Results from an Online Questionnaire Survey

The RIOJA project has released Repository Interface for Overlaid Journal Archives: Results from an Online Questionnaire Survey.

The Repository Interface for Overlaid Journal Archives (RIOJA) project (http://www.ucl.ac.uk/ls/rioja) is an international partnership of members of academic staff, librarians and technologists from UCL (University College London), the University of Cambridge, the University of Glasgow, Imperial College London and Cornell University. It aims to address some of the issues around the development and implementation of a new publishing model, that of the overlay journal – defined, for the purposes of the project, as a quality-assured journal whose content is deposited to and resides in one or more open access repositories. The project is funded by the Joint Information Systems Committee (JISC, http://www.jisc.ac.uk/) and runs from April 2007 to June 2008.

The RIOJA project will create an interoperability toolkit to enable the overlay of certification onto papers housed in subject repositories. The intention is that the tool will be generic, helping any repository to realise its potential to act as a more complete scholarly resource. The project will also create a demonstrator overlay journal, using the arXiv repository and OJS software, with interaction between the two facilitated by the RIOJA toolkit.

To inform and shape the project, a survey of Astrophysics and Cosmology researchers has been conducted. The findings from that survey form the basis of this report.

The project team will also undertake formal and informal discussion with publishers and with academic and managing members of editorial boards. The survey and supplementary discussions will help to ensure that the RIOJA outputs address the needs and expectations of the research community. Finally, the overall long-term sustainability of a repository-overlay journal will be assessed. The project will examine the costs of adding peer review to arXiv deposits, of implementing and maintaining the functionality which the survey shows to be most valued by researchers, and of providing long-term preservation of content, and will aim to identify and appraise possible cost-recovery business models.

However, this page does not include the URLs for the policies.

BioOne Model Author Agreement Released

BioOne has released its Model Author Agreement. An Informational Sheet is also available.

BioOne (www.bioone.org) is pleased to announce the release of a model publication agreement that addresses current trends in copyright assignment and requirements by NIH and other funding agencies for digital repository deposits. While the Agreement was developed at the request of several BioOne publishers, it may be of interest to any scholarly publishing organization that is seeking a clear, concise, and legally vetted publication agreement.

In March 2007, the legal firm Morrison & Foerster LLC (www.mofo.com) generously agreed to provide pro bono legal assistance to BioOne in drafting a Model Publication Agreement. Ms. Pamela Pasti, Of Counsel in the Technology Transactions Group of Morrison & Foerster's San Francisco office, was assigned to the project. Over the course of the following year, Ms. Pasti worked with BioOne to review existing publication agreements, notable author's addenda, and articles describing emerging trends in copyright law as it relates to academic publishing.

The resulting agreement allows author(s) to retain copyright, while granting the publisher both a temporally limited and exclusive right to first publish, and a perpetual, non-exclusive right to publish, distribute, and sublicense. In response to NIH's Public Access Policy (passed by Congress in December 2007) and other institutional and subject repository deposit mandates, the Agreement allows authors to deposit their work in digital repositories directly, or permits the publisher to deposit to the National Library of Medicine on their behalf.

ARL Releases "The Audacity of SCOAP3" Preprint

The Association of Research Libraries has released a preprint of Ivy Anderson's article "The Audacity of SCOAP3." Anderson is the Director of Collections, California Digital Library.

Here's an excerpt from the press release:

SCOAP3 is a new model for scholarly communication proposed by a community of scientists. Physicists interested in expanding access to their literature have designed a novel approach to garner support from individual libraries, library consortia, research institutions, and even nation states to turn a core set of journals in the high energy physics discipline into open access publications.

The project principals have estimated that the total amount of money currently spent by the library community on these titles worldwide is about $15M US. They estimate that the US commitment to make the publications open access would be $4.5M. The plan involves providing a financial base of support by creating a consortium of institutions that would “redirect” the money they currently pay for subscription access to support open access publication.

On February 29, 2008, the University of California, Berkeley, hosted a meeting for the US community during which the SCOAP3 model was described and organizers reported on financial commitments received to date. Anderson’s essay was inspired largely by the discussions at that meeting.

In her essay, Anderson discusses three key elements that distinguish SCOAP3 from other open access initiatives:

  • SCOAP3 is a funding consortium that seeks to mediate between author and publisher, while still conceiving of payment as a supply-side activity.

  • SCOAP3 is non-disruptive to authors—and to a substantial degree, to publishers and societies.

  • SCOAP3 has the potential to fundamentally alter the role of libraries in the publishing process.

Anderson encourages “everyone interested in the grand experiment of open access [OA] publishing, whether pro or con, [to] sit up and take notice of this audacious new OA accelerator that is SCOAP3.” She also calls for “all libraries who envision a future in which academic libraries assume new roles in building and supporting the research cyberinfrastructure, or who seek to advance the convergence of libraries and academic publishing, [to] join the experiment and boldly accelerate its findings.”

Accompanying Anderson’s essay is a brief article by Julia Blixrud, Assistant Executive Director, External Relations, ARL, and Assistant Director, Public Programs, SPARC, presenting four steps that libraries and consortia can take to move SCOAP3 forward.

The South Asia sub-region is now in the forefront of the Open Access movement within developing countries in the world, with India being the most prominent partner in terms of its successful Open Access and Digital Library initiatives. Institutional and policy frameworks in India also facilitate innovative solutions for increasing international visibility and accessibility of scholarly literature and documentary heritage in this country. This publication has its genesis in the recommendations and proceedings of UNESCO-supported international conferences and workshops including the 4th International Conference of Asian Digital Libraries (ICADL2001, Bangalore); the International Conferences on Digital Libraries (ICDL2004 & ICDL2006, New Delhi); and the International Workshop on Greenstone Digital Library Software (2006, Kozhikode), where many information professionals of this sub-region demonstrated their Digital Library and Open Access initiatives. This book describes successful digital library and open access initiatives in the South Asia sub-region that are available in the forms of open courseware, open access journals, metadata harvesting services, national-level open access repositories and institutional repositories. This book may be considered an authoritative Source-book on Open Access development in this sub-region.

Podcast: Columbia's James Neal Provides Copyright Update

EDUCAUSE has released "EDUCAUSE Live! Podcast: Update on Key U.S. Copyright Developments," in which James G. Neal, Vice President for Information Services and University Librarian at Columbia University, discusses recent copyright issues.

Here's a description of the podcast:

Copyright continues to be a core interest of the higher education and academic library communities. This briefing focuses on eight critical legislative and legal arenas where the United States will be working on copyright: orphan works, digital fair use, broadcast flag, Section 1201 anti-circumvention rulemaking, electronic reserves, peer-to-peer file sharing, open access to government-funded research, and the report of the Section 108 Study Group on exceptions and limitations for libraries and archives. The work of the study group is highlighted, including its primary findings and recommendations. In addition, two important recent studies are described and their importance for libraries are cited. The advocacy and educational roles and responsibilities of librarians on copyright also is outlined.

DSpace Version 1.5 Released

Version 1.5 of DSpace, which is a major upgrade, has been released.

The DSpace community is pleased to announce the release of DSpace 1.5! This is an important release of DSpace with many new features, including a completely new theme-able Manakin user interface, SWORD integration, many new configurable options, and scalability improvements. . . .

New Features:

  • Maven DSpace 1.5 introduces a new Maven-based build system. Maven is a software tool from Apache that allows developers to compile and distribute software projects. Maven also enables DSpace to be more modular by arranging the software into sub-components. In addition, it makes customizations easier by giving developers the tools to maintain customizations, and provides the ability to manage new features as DSpace continues its accelerating growth rate. . . .
  • Manakin Customize your repository look-and-feel with the new Manakin theme-able user interface. Manakin introduces a new modular framework, enabling an institution to customize their interface according to the specific needs of the particular repository, community, or collection. . . .
  • Light Network Interface Integrate DSpace with legacy or local systems that need to manage content in the repository through the new Light Network Interface. This interface provides a programmatic mechanism to manage content within the repository through a WebDAV or SOAP based protocol. . . .

  • Submissions The item submission system is now more configurable by managing the steps a user follows when submitting a new item to the repository. The new submission system allows for these steps to be rearranged, removed, and even allows for new steps to be added. . . .
  • Events Another under-the-hood improvement introduced in DSpace 1.5 is the event system, which improves scalability and modularity by introducing an event model to the architecture. This feature will allow future add-ons to automatically manage content in the repository based upon when an object has been added, modified, or removed from the system.

College & Research Libraries Makes Preprints Available, but Restricts Access

The Association of College and Research Libraries' journal, College & Research Libraries, is now offering access to preprints on its site; however, access is restricted to ACRL members.

According to the C&RL Manuscript Preparation page, the typical post-review publication delay for papers is about one year.

This preprint strategy does not appear to preclude authors from depositing preprints elsewhere after publication. Below is an excerpt from the C&RL Manuscript Preparation page (emphasis added):

The agreement between ACRL and the author is license to publish. The author retains copyright and thus is free to post the article on an institutional or personal web page subsequent to publication in C&RL. All material in the journal may be photocopied for the noncommercial purpose of scientific or educational advancement.

The American Librarian Library Association's author agreement that C&RL uses states (emphasis added):

  1. In consideration of the Publisher’s agreement to publish the Work, Author hereby grants and assigns to Publisher the right to print, publish, reproduce, or distribute the Work throughout the world in all means of expression by any method now known or hereafter developed, including electronic format, and to market or sell the Work or any part of it as it sees fit. Author further grants Publisher the right to use Author’s name in association with the Work in published form and in advertising and promotional materials. Copyright of the Work remains in Author’s name.
  2. Author agrees not to publish the Work in print form prior to publication of the Work by the Publisher. [ALA requests that should you publish the Work elsewhere, you cite the publication in ALA’s Publication, by author, title, and publisher, through a tagline, author bibliography, or similar means.]

The author agreement says nothing about restricting the author's right to distribute digital preprints, yet the Manuscript Preparation page implies that the author is not free to do so prior to publication. Which is it?

If authors are free to distribute their own digital preprints, what good does it do to restrict access to preprints at the ACRL Website? This policy appears to make no sense unless ACRL believes that authors' motivation to distribute their own preprints will be undermined by ACRL making them available or unless ACRL believes that its authors simply have little or no interest in distributing their own preprints.

Perhaps the C&RL Manuscript Preparation page is just poorly worded. If so, it would be helpful if it were corrected.

But even if this is the case, it begs the question: "What is ACRL, which is actively promoting open access on many fronts, doing making C&RL's preprint service restricted?" While ACRL directly providing access to preprints at the C&RL Website is a welcome step forward, restricting access to those preprints is taking two steps back, and, although well intended, it sends the wrong message for an organization that is trying to move the open access agenda forward.

Microsoft Developing Authoring Add-in for Microsoft Office Word 2007 with NLM DTD Support

Microsoft is developing an Article Authoring Add-in for Microsoft Office Word 2007, which will support the NLM DTD. A Technology Preview of the Add-in is available.

Here's an excerpt from the Technical Computing @ Microsoft—Scholarly Publishing page:

In support of the increased emphasis on electronic publishing and archiving of scholarly articles, Microsoft has developed the Article Authoring Add-in for Microsoft Office Word 2007. This add-in will support the XML format from the National Library of Medicine (NLM), which is commonly used in the scientific, technical, and medical (STM) publishing market as part of the publishing workflow and as the format used for the archiving of articles. Pre-release versions of this add-in will target the staff at STM journals and publishers, at information repositories, and in-house and commercial software developers supporting the STM market.

The Article Authoring Add-in for Word 2007 will enable or simplify a number of activities that are part of the authoring and scholarly publishing process, such as:

  • gathering information about the authors and article content at the time the article is written;
  • enabling journals to provide authors with templates containing the structure for articles, and information for self-classification of the articles by the authors;
  • enabling access to the authors and article metadata contained in the Word file through the use of the NLM format and OpenXML document structure;
  • enabling the editorial staff to have access to the article and journal metadata directly within Word; and
  • enabling two-way conversion between Office OpenXML and the NLM format.

Purdue Faculty Affairs Committee Endorses Addendum to Publication Agreements for CIC Authors

The Purdue Faculty Affairs Committee has endorsed the Committee on Institutional Cooperation's Addendum to Publication Agreements for CIC Authors.

Here's an excerpt from the Addendum:

  1. The Author shall, without limitation, have the non-exclusive right to use, reproduce, distribute, and create derivative works including update, perform, and display publicly, the Article in electronic, digital or print form in connection with the Author’s teaching, conference presentations, lectures, other scholarly works, and for all of Author’s academic and professional activities.
  2. After a period of six (6) months from the date of publication of the article, the Author shall also have all the non-exclusive rights necessary to make, or to authorize others to make, the final published version of the Article available in digital form over the Internet, including but not limited to a website under the control of the Author or the Author’s employer or through digital repositories including, but not limited to, those maintained by CIC institutions, scholarly societies or funding agencies.
  3. The Author further retains all non-exclusive rights necessary to grant to the Author’s employing institution the non-exclusive right to use, reproduce, distribute, display, publicly perform, and make copies of the work in electronic, digital or in print form in connection with teaching, conference presentations, lectures, other scholarly works, and all academic and professional activities conducted at the Author’s employing institution.

Iowa Provost Issues Statement about Open Access MFA Theses Dust-Up

MFA students at the University of Iowa have been upset about a requirement that would make their theses available as open access documents either immediately or in two years (if they ask for an extension). A number of student blog postings have protested this requirement. Part of the problem is that MFA theses can be creative works (or other types of works, such as nonfiction works) that may have commercial potential. Peter Suber has analyzed the situation in his "Controversy over OA for Fine Arts Theses and Dissertations" posting.

The Interim Provost, Lola Lopes, has now issued a statement about the conflict.

Here's an excerpt from that statement:

For some time now our library, like most major academic research libraries, has been exploring ways to make its collections more accessible by digitizing some materials. As part of that process, there has been discussion about the possibility of making graduate student dissertations and theses available in electronic format. But any such process must be preceded by developing policies and procedures that allow authors to decide whether and when to allow distribution.

On Monday, March 17, I will begin pulling together a working group with representatives from the Graduate College, University Libraries, our several writing programs, and all other constituencies who wish to be part of the process. Under the leadership of Carl Seashore in 1922, Iowa became the first university in the United States to award MFA degrees based on creative projects. Although this has been a rocky start, I like to think that Iowa will again lead the way by developing policies and procedures that safeguard intellectual property rights while preserving materials for the use of scholars in generations to come.
