Charles W. Bailey, Jr. is the Assistant Dean for Systems at the University Libraries, University of Houston. Since 1989, he has participated in a variety of electronic publishing projects on the Internet. He has served as the moderator of the PACS-L discussion list, editor-in-chief of The Public-Access Computer Systems Review, and co-editor of Public-Access Computer Systems News.
