Charles W. Bailey, Jr. is the Assistant Dean for Systems at the University Libraries, University of Houston. Since 1989, he has participated in a variety of electronic publishing projects on the Internet. He served as the moderator of the PACS-L discussion list from 1989 to 1991, Editor-in-Chief of The Public-Access Computer Systems Review from 1989 to 1996, and Co-Editor of Public-Access Computer Systems News from 1990 to 1992.
