"What Should We Do with All These Books? A Feasibility Study on Collaborative Monograph Solutions"

Hazel Woodward and Helen Henderson have published "What Should We Do with All These Books? A Feasibility Study on Collaborative Monograph Solutions" in Insights: The UKSG Journal.

Here's an excerpt:

Academic libraries in the UK are under increasing pressure to reduce their estate footprint or increase learning space in the library. Following the success of the UKRR, the National Monographs Steering Committee commissioned Information Power Ltd (IPL) to explore potential solutions for the collaborative management of monographs in the UK. Desk research and interviews with existing collaborations worldwide showed that there were three potential models in use: distributed storage and shared collection, physical consolidation of print materials into a shared repository and shared or co-operative storage facility. Interviews with key stakeholders in the UK HE sector and an online survey established that there was an appetite for collaborative management. The key issues include funding, sustainability and business models; shared bibliographic data; collection analysis; governance, leadership and administration; duplicate materials policy; and storage and retrieval from storage. IPL recommended that a national membership organization be formed (UKRR-M) which would offer a national solution with physical consolidation of print materials into a shared repository collection with central administration.

Given the many technical, social, and policy shifts in access to scholarly content since the early days of text data mining, it is time to expand the conversation about text data mining from concerns of the researcher wishing to mine data to include concerns of researcher-authors about how their data are mined, by whom, for what purposes, and to whose benefits.

"Defining the Role of Libraries in the Open Science Landscape: A Reflection on Current European Practice"

Paul Ayris and Tiberius Ignat have self-archived "Defining the Role of Libraries in the Open Science Landscape: A Reflection on Current European Practice."

Here's an excerpt:

This collaborative paper looks at how libraries can engage with and offer leadership in the Open Science movement. It is based on case studies and the results of an EU-funded research project on Research Data Management taken from European research-led universities and their libraries. It begins by analysing three recent trends in Science, and then links component parts of the research process to aspects of Open Science. The paper then looks in detail at four areas and identifies roles for libraries: Open Access and Open Access publishing, Research Data Management, E-Infrastructures (especially the European Open Science Cloud), and Citizen Science. The paper ends in suggesting a model for how libraries, by using a 4-step test, can assess their engagement with Open Science. This 4-step test is based on lessons drawn from the case studies.

"Cicilline Introduces Journalism Competition and Preservation Act"

U.S. Congressman David N. Cicilline has released "Cicilline Introduces Journalism Competition and Preservation Act."

Here's an excerpt:

U.S. Congressman David N. Cicilline (RI-01), the top Democrat on the House Judiciary Antitrust Subcommittee introduced the Journalism Competition and Preservation Act today to incorporate a limited safe harbor into current antitrust laws. The safe harbor established under the bill gives news publishers the ability to collectively negotiate with big tech platforms, including Facebook and Google, on factors that impact public access to trusted sources of news, such as the quality, accuracy, and attribution of news sources. . . .

The bill provides a 48-month window for newspaper companies to negotiate fair terms that would flow subscription and advertising dollars back to publishers, while protecting and preserving Americans’ right to access quality news. Parameters included in the bill ensure that these negotiations would strictly benefit Americans and news publishers at-large; not just one or a few publishers.

"The Modern Research Data Portal: A Design Pattern for Networked, Data-Intensive Science"

Kyle Chard et al. have published "The Modern Research Data Portal: A Design Pattern for Networked, Data-Intensive Science" in PeerJ.

Here's an excerpt:

In this article, we first define the problems that research data portals address, introduce the legacy approach, and examine its limitations. We then introduce the MRDP design pattern and describe its realization via the integration of two elements: Science DMZs (Dart et al., 2013) (high-performance network enclaves that connect large-scale data servers directly to high-speed networks) and cloud-based data management and authentication services such as those provided by Globus (Chard, Tuecke & Foster, 2014). We then outline a reference implementation of the MRDP design pattern, also provided in its entirety on the companion web site, https://docs.globus.org/mrdp, that the reader can study—and, if they so desire, deploy and adapt to build their own high-performance research data portal. We also review various deployments to show how the MRDP approach has been applied in practice: examples like the National Center for Atmospheric Research's Research Data Archive, which provides for high-speed data delivery to thousands of geoscientists; the Sanger Imputation Service, which provides for online analysis of user-provided genomic data; the Globus data publication service, which provides for interactive data publication and discovery; and the DMagic data sharing system for data distribution from light sources. We conclude with a discussion of related technologies and summary.

After 28 Years of Open Access Publishing, the Bryn Mawr Classical Review Needs Your Support

The Bryn Mawr Classical Review has released "A Request to Support BMCR."

Here's an excerpt:

However, BMCR also relies on a publishing platform that was designed and built in the 1990s. We now desperately need to update this platform, and we seek at the same time to modernize BMCR's extraordinary archive of data on the history of classical scholarship. We have already contracted for proposals to do this work—which was itself an expensive process!—and would be happy to discuss our plans with any interested parties.

In short, to see this process through, we urgently need $80,000. The expense is beyond the scale of our very limited resources. We cannot continue to operate with our current platform, nor can we update it on the basis of our modest endowment.

"Public Knowledge Urges Congress to Promote a Competitive Marketplace in Music Modernization Act"

Public Knowledge has released "Public Knowledge Urges Congress to Promote a Competitive Marketplace in Music Modernization Act."

Here's an excerpt:

The Music Modernization Act is a rare bill that will bring positive change to the world of musical copyright. We applaud Representative Collins for including a number of pro-competitive and pro-consumer provisions in the Act, such as a blanket license, new performing rights organization, and a searchable, publicly accessible database of licensing information. . . .

The CLASSICS Act attempts to solve a systemic problem in copyright law—the lack of federal protection for pre-1972 sound recordings—by treating its symptoms. In doing so, it sweeps in countless archival and historical recordings, and grants them terms that in some cases exceed two centuries in duration. By refusing to commit works published prior to 1923 to the public domain (where they rightly belong), the language of CLASSICS endangers archival and historical activities.

Read more about it: H.R. 3301: CLASSICS Act and H.R. 4706: Music Modernization Act of 2017.
