Public access computers in U.S. public libraries continue to be in high demand according to Who's in the Queue: Public Access Computer Users, a new research brief by the Institute of Museum and Library Services (IMLS). The report dispels some myths that have lingered regarding the target service population for public access computers in U.S. public libraries. It also provides a demographic analysis of public access computer users and uses and demonstrates that public libraries are providing much more than basic technology access. . . .

This newly released research brief relies on data compiled for U.S. Impact Study, which was conducted by the University of Washington in summer of 2009 and funded by IMLS and the Bill and Melinda Gates Foundation. The mixed method national survey was administered at the point-of-service in public libraries across the country via a web-based tool and as a national household survey. There were over 48,000 respondents to the study in the public data file. This data set provides information on the demographics of respondents and the nature of their public access computer use.

The brief also analyzed data from the Current Population Survey (CPS), a monthly survey of households conducted by the Bureau of Census for the Bureau of Labor Statistics. It provides a comprehensive body of data on the labor force, employment, unemployment, persons not in the labor force, hours of work, earnings, and other demographic and labor force characteristics. The 2009 computer use data was collected through a supplement to the CPS. The survey has included questions on Internet use since 1997.

Library Copyright Alliance Statement on Copyright Reform

The Library Copyright Alliance has issued a statement on copyright reform.

Because of the favorable treatment such activities likely would receive in the courts under sections 107 and 504(c)(2), libraries would support an effort to amend the Copyright Act to benefit libraries only if it offered significant benefits over the status quo. To do so, a proposal must contain at least the following features:

  • The non-commercial use (i.e., reproduction, distribution, public performance, public display, or preparation of a derivative work) by a nonprofit library or archives of a work when it possesses a copy of that work in its collection:
    • would not be subject to statutory damages;
    • would not be subject to actual damages if the use ceases when the library or archives receives an objection from the copyright owner of the work; and
    • would be subject to injunctive relief only to the extent that the use continues after the library or archives receives an objection from the copyright owner of the work.
  • This limitation on remedies would apply to the employees of the library or archives, as well as to a consortium that includes the library or archives.
  • Copyright owner objections would have no effect on a library’s rights under fair use.

U.S. Public Libraries and the Use of Web Technologies 2010

The Library Research Service of the Colorado State Library has released U.S. Public Libraries and the Use of Web Technologies 2010.

Since the first Web Technologies study, public libraries across the United States have made varying degrees of progress in adopting Web 2.0 tools. Using the 2008 results as a baseline, the 2010 study was an opportunity to identify new web technologies and track changes in what libraries are adopting, as well as identify characteristics of those libraries.

In general, the results of the 2010 study reveal that most web technologies are increasing in use on public libraries' websites, with some tools gaining in popularity rather quickly and others appearing to stagnate. For example, libraries' use of social media sites took off while adoption of earlier tools including blogs has slowed, and new options such as SMS reference have not yet had a chance to gain much traction. Regardless of the tool in question, most growth was concentrated in the largest libraries, where adoption of new technologies increased at a faster rate than in smaller libraries.

But more important, doing so would release staff resources to be focused more aggressively and productively on working with the user and on partnering in the learning and research work of the campus.

Of these approximately 750 recipients, over 100 followed the link and completed the survey. We posted a different link to the same survey on the Liblicense (Licensing Digital Information: a Resource for Librarians) and ERIL (Electronic Resources in Libraries) e-mail listservs, as well as the Duke University Press Twitter feed, producing over 160 additional responses. This report compiles the results of these efforts, totaling 265 surveys.

Ithaka S+R, a not-for-profit strategic consulting and research service for the academic and cultural heritage community, released today its Library Survey 2010: Insights from U.S. Academic Library Directors, offering a strategic analysis on the state of the library to help library leadership plan for the future. Over 200 library administrators from U.S. based four year colleges and institutions weighed in on issues related to the strategies they are pursuing for their libraries, the management of library collections, the development of new digital collections, and the creation of new services to meet changing user needs. . . .

The survey findings indicated that there is a consensus on key strategic issues, including the clear shift away from print to digital journals and the prioritization of teaching and instruction as core library functions. But, some findings suggest broad divergences not only among library directors but also among library directors and faculty members, as made evident through a comparison with data from the Ithaka S+R Faculty Survey 2009.

Internet Archive and Library Partners Launch E-Book Lending Collection

The Internet Archive and a group of academic and public library partners have launched an e-book lending collection, which contains over 80,000 e-books. The majority of books were published in the 20th century.

Any OpenLibrary.org account holder can borrow up to 5 eBooks at a time, for up to 2 weeks. Books can only be borrowed by one person at a time. People can choose to borrow either an in-browser version (viewed using the Internet Archive’s BookReader web application), or a PDF or ePub version, managed by the free Adobe Digital Editions software. This new technology follows the lead of the Google eBookstore, which sells books from many publishers to be read using Google's books-in-browsers technology. Readers can use laptops, library computers and tablet devices including the iPad.

"The Impact of the Supreme Court’s Decision in Costco v. Omega on Libraries"

The Library Copyright Alliance has released "The Impact of the Supreme Court's Decision in Costco v. Omega on Libraries."

On December 13, 2010, the U.S. Supreme Court decided Costco v. Omega in a manner that eliminated none of the uncertainty caused by the lower court's ruling in that case. The U.S. Court of Appeals for the Ninth Circuit had ruled that the copyright law's "first sale doctrine" did not apply to copies manufactured abroad. This ruling cast doubt on a library's ability to circulate books and other materials manufactured outside of the United States. In a 4 to 4 vote, the Supreme Court affirmed the lower court's judgment "by an equally divided Court." This means that the Ninth Circuit's ruling stands within the Ninth Circuit, but is not a binding precedent on courts in the rest of the country. Libraries must now decide whether to change their purchasing and lending practices in light of the Supreme Court's decision. This memorandum suggests that a combination of defenses, including section 602(a)(3)(C) of the Copyright Act, the Ninth Circuit's Drug Emporium exception, implied license, and fair use, allow libraries throughout the country to continue their existing purchasing and circulation practices with a fair degree of confidence that they will not infringe copyright by doing so.

The last decade has been a period of unprecedented change for university libraries. The rapid growth in numbers of students and staff across the higher education sector has been accompanied by the move to a substantially-digital environment, with some fundamental changes in how libraries and their users operate. Further change is on the way, with unpredictable implications for students, academic staff, and for libraries. As they have responded to new developments over the past decade, and changed their operations, most university libraries have seen continued growth in their budgets in real terms. The next few years are going to be much more difficult in financial terms. Libraries therefore face a period in which they will have to cope with continued rapid, perhaps transformational, change, accompanied by reductions in their budgets.

In that context, this briefing paper looks at how the financial position of libraries in the higher education sector has changed over the period between 1999 and 2009 (the latest year for which statistics are available). It is based on an analysis of data collected by SCONUL, and also draws some comparisons with the US. For some twenty years SCONUL has collected annual figures for a wide range of activities and costs amongst its members in UK higher education. SCONUL data are available in annual volumes from academic year 1993-94 onwards.

Guidelines for Sparks! Ignition Grants for Libraries and Museums Issued

The Institute of Museum and Library Services has released Sparks! Ignition Grants for Libraries and Museums guidelines.

This new grant program will provide one-year grants of $10,000 to $25,000 for innovative projects that respond to the challenges and opportunities facing cultural heritage institutions in a rapidly changing information environment. The submission deadline is November 15, 2010.

Successful proposals will address problems, challenges, or needs of broad relevance to museums, libraries, or archives, will test innovative responses to these problems, and will make the findings of these tests widely and openly accessible. Grant funding may include all activities associated with planning, deploying, and evaluating the innovation, as long as the expenses are allowable under federal and IMLS guidelines. Examples of projects that might be funded by this program include, but are not limited to:

  • exploring the potential of highly original, experimental collaborations,
  • implementing new workflows or processes with potential for substantial cost savings,
  • testing new metrics or methods to measure the impact of promising tools or services,
  • rapid prototyping and testing of new types of software tools, or creating useful new ways to link separate software applications used in libraries, archives, or museums,
  • offering innovative new types of services or service options to museum, library, or archive visitors, or
  • enhancing institutions’ abilities to interact with audiences in new ways to promote learning or improve services, such as through the deployment of innovative crowd-sourcing techniques.

Sparks! Ignition Grant funds may not be used for:

  • evaluation of an existing program or service,
  • projects that are only for planning or research (as distinguished from experimentation),
  • projects that are limited to existing and traditional approaches to exhibitions, performances, or other types of public programs,
  • projects that involve mainly digitization, unless the applicant is proposing an innovative method for digitization,
  • activities that will produce only incremental improvements in operational or business processes,
  • support of conferences or professional meetings, or
  • acquisition of equipment in excess of 50 percent of the total funds requested from IMLS.

IFLA World Report 2010

The International Federation of Library Associations and Institutions has released the IFLA World Report 2010.

Here's an excerpt from the "Analysis and Conclusions" section of the report:

Open Access to information resources can contribute to reduce the impact of the digital divide. The fact that respondents that provided data for the specific questions indicated that nearly 90% of library associations are in favour of Open Access and that there are Open Access initiatives in about 76% of countries, is a very positive development. According to respondents copyright laws exist in 110 countries and in 72 countries the copyright laws include limitations or exceptions for libraries; 85 respondents reported that their countries have legislation that guarantees freedom of access to information and freedom of expression. These are all very positive aspects. Library associations and library communities across the world should endeavour to increase these numbers and to ensure that the principles underlying the questions are implemented and safeguarded in their countries.

Violations of freedom of expression and freedom of access to information are still very prevalent in many countries in all regions of the world. Interestingly enough very few respondents have reported on such incidents in their countries and most of the information comes from third-party sources—only 21 respondents have highlighted any issues, whereas the consulted third-party sources have listed issues in at least 109 countries (compared to 19 and 82 respectively in 2007). The fact that only a few respondents have reported incidents is worrisome, regardless of the reason for this. On the other hand, the fact that there are so many countries in which such incidents take place, should be a matter of grave concern to IFLA and the library community in general.

"EBSCO Library Collections and Budgeting Trends Survey"

EBSCO has released the "EBSCO Library Collections and Budgeting Trends Survey," which was conducted in February of this year.

Eighty-three percent of librarians reported either budget cuts or no budget growth during the 2009-2010 year. ARL libraries were especially hard hit with 64 percent reporting budget decreases. Expectations for 2010-2011 are similar with a total of 85 percent of respondents expecting decreased or flat budgets.

"Seeking the New Normal: Periodicals Price Survey 2010"

Kittie S. Henderson & Stephen Bosch have published "Seeking the New Normal: Periodicals Price Survey 2010" in Library Journal.

A number of publishers upped prices for 2010. Springer announced a five percent increase. Elsevier price increases are also in the five percent range, with the notable exception of The Lancet. The 2010 price for The Lancet jumped nine percent over 2009 levels; that increase was still smaller than in previous years. In October, the library world reeled as Nature Publishing Group (NPG) announced a 640 percent price increase (from $39.95 in 2009 to $299 in 2010) for a print subscription to Scientific American. The cost for the digital site license also rose substantially, and a number of consortia, like the Committee on Institutional Cooperation (CIC) and the Oberlin Group, refused to renew. The announcement came only weeks after NPG bought the magazine.

ALA: The State of America's Libraries, 2010

The American Library Association has released The State of America's Libraries, 2010.

Academic libraries are experiencing increased use, both physical and virtual. The National Center for Education Statistics (NCES) reported that during a typical week in fiscal 2008, U.S. academic libraries had more than 20.3 million visits (1.5 million more than in fiscal 2006), answered more than 1.1 million reference questions, and made more than 498,000 presentations to groups. Seventy-two percent of academic libraries reported providing library reference service by e-mail or the Web.

Almost 95 percent of students use their academic library's website at least once a week, according to a study on students and technology by the Educause Center for Applied Research, and the proportion of students who reported using the library's website daily increased from 7.1 percent in 2006 to 16.9 percent in 2009. Project Information Literacy found that nine out of 10 college students surveyed turned to libraries "for online scholarly research databases . . . for conducting course-related research, valuing the resources for credible content, in-depth information, and the ability to meet instructors' expectations."

Not surprisingly, more and more academic-library resources now start with an 'e-'. Although in 2008 academic libraries added 24 million books, serial back files, and other paper materials including government documents, 3.4 million current serial subscriptions, and 3.4 million audiovisual materials units, the shift to e-resources continues to accelerate. Academic libraries added 20 million e-books in 2008, bringing the total to about 102.5 million—a breathtaking two-year increase of 59.4 percent from the 64.3 million held in fiscal 2006, according to the NCES. Electronic reference sources and aggregation services also rose sharply . . . as did expenses: Academic libraries' expenditures for electronic serial subscriptions increased to $1 billion in fiscal 2008 from $691.6 million in 2006, according to the ALA Office of Research and Statistics.

Nearly one-third of Americans age 14 or older—roughly 77 million people—used a public library computer or wireless network to access the Internet in the past year, according to a national report released today. In 2009, as the nation struggled through a recession, people relied on library technology to find work, apply for college, secure government benefits, learn about critical medical treatments, and connect with their communities.

The report, Opportunity for All: How the American Public Benefits from Internet Access at U.S. Libraries, is based on the first, large-scale study of who uses public computers and Internet access in public libraries, the ways library patrons use this free technology service, why they use it, and how it affects their lives. It was conducted by the University of Washington Information School and funded by the Bill & Melinda Gates Foundation and the Institute of Museum and Library Services. . . .

The report's findings are based on nearly 50,000 surveys—including 3,176 from a national telephone survey and 44,881 web survey responses—from patrons of more than 400 public libraries across the country.

Fortunes are however mixed, and some libraries are faring much better than the doom and gloom merchants would have us think. But the reality for the vast majority looking forward into the next two financial years is that recessionary pressures really are going to make an impact.

Wake Forest University Library Faculty Adopt Open Access Policy

The library faculty of the Z. Smith Reynolds Library, Wake Forest University have unanimously adopted an open access policy.

Each faculty member grants Wake Forest University the right to archive and make publicly available the full text of the author’s final version of scholarly works via the University’s open access institutional repository. This provides the University the nonexclusive, worldwide, irrevocable, royalty-free license to preserve and redistribute the work. When publisher agreements do not automatically grant permission to archive the author’s final version, the faculty commit to negotiating for such rights. Faculty members will submit an electronic version of the author’s final version in an appropriate format as soon as possible, respecting some publishers’ requests for embargo.

Furthermore, the faculty endeavor to publish their scholarship in open access venues when possible, or alternately to seek the right to archive the final published version in lieu of the author's final version.

This policy will apply to all scholarship created while a member of the WFU faculty, excluding works previously accepted for publication and works for which authors entered into incompatible licensing or assignment agreements prior to the adoption of this policy, and excepting books and book chapters as necessary. The Dean of the Library will waive the application of the policy for future scholarship upon written notification from the author, who informs the Dean of the reason.
