To answer some of those questions, this article looks back to the original mission of the founding university presses, examines the policy and funding environments in which the new presses are operating, looks at overseas developments in recent years for comparison, and concludes with a review of the challenges these young presses face as well as the benefits all university presses, but particularly open access ones, can confer to their institutions.

A primary impact metric for institutional repositories (IR) is the number of file downloads, which are commonly measured through third-party Web analytics software. Google Analytics, a free service used by most academic libraries, relies on HTML page tagging to log visitor activity on Google's servers. However, Web aggregators such as Google Scholar link directly to high value content (usually PDF files), bypassing the HTML page and failing to register these direct access events. This article presents evidence of a study of four institutions demonstrating that the majority of IR activity is not counted by page tagging Web analytics software, and proposes a practical solution for significantly improving the reporting relevancy and accuracy of IR performance metrics using Google Analytics.

Scientists in all fields face challenges in managing and sustaining access to their research data. The larger and longer term the research project, the more likely that scientists are to have resources and dedicated staff to manage their technology and data, leaving those scientists whose work is based on smaller and shorter term projects at a disadvantage. The volume and variety of data to be managed varies by many factors, only two of which are the number of collaborators and length of the project. As part of an NSF project to conceptualize the Institute for Empowering Long Tail Research, we explored opportunities offered by Software as a Service (SaaS). These cloud-based services are popular in business because they reduce costs and labor for technology management, and are gaining ground in scientific environments for similar reasons. We studied three settings where scientists conduct research in small and medium-sized laboratories. Two were NSF Science and Technology Centers (CENS and C-DEBI) and the third was a workshop of natural reserve scientists and managers. These laboratories have highly diverse data and practices, make minimal use of standards for data or metadata, and lack resources for data management or sustaining access to their data, despite recognizing the need. We found that SaaS could address technical needs for basic document creation, analysis, and storage, but did not support the diverse and rapidly changing needs for sophisticated domain-specific tools and services. These are much more challenging knowledge infrastructure requirements that require long-term investments by multiple stakeholders.

The four largest journals participating in SCOAP3, two published by Elsevier and two by SpringerNature in partnership with the Italian Physical Society (SIF), and the Italian Institute for Advanced Studies (SISSA) have now analysed their logs to understand the impact of SCOAP3.

Elsevier announced that downloads to their two journals, Physics Letters B and Nuclear Physics B have doubled since they became Open Access at the start of SCOAP3 in January 2014. This increase is remarkable as SCOAP3 covers the most recent 3,500 articles in the journals, while most of the historic content of over 77,000 articles, is available to subscribers.

SpringerNature announced that since January 2014 they have observed a doubling of downloads across their two learned-society journals participating in SCOAP3: European Physical Journal C and the Journal of High Energy Physics.

The National Information Standards Organization has published NISO RP-25-2016, Outputs of the NISO Alternative Assessment Project. This recommended practice on altmetrics, an expansion of the tools available for measuring the scholarly impact of research in the knowledge environment, was developed by working groups that were part of NISO's Altmetrics Initiative, a project funded by the Alfred P. Sloan Foundation. The document outlines altmetrics definitions and use cases, alternative outputs in scholarly communications, data metrics, and persistent identifiers in scholarly communications. This guidance was necessary because, before the project began, scholars had long expressed dissatisfaction with traditional measures of success, such as the Impact Factor, but needed standards relating to other viable assessment methods.
