In order to better understand the factors that most influence where researchers deposit their data when they have a choice, we collected survey data from researchers who deposited phylogenetic data in either the TreeBASE or Dryad data repositories. Respondents were asked to rank the relative importance of eight possible factors. We found that factors differed in importance for both TreeBASE and Dryad, and that the rankings differed subtly but significantly between TreeBASE and Dryad users. On average, TreeBASE users ranked the domain specialization of the repository highest, while Dryad users ranked as equal highest their trust in the persistence of the repository and the ease of its data submission process. Interestingly, respondents (particularly Dryad users) were strongly divided as to whether being directed to choose a particular repository by a journal policy or funding agency was among the most or least important factors. Some users reported depositing their data in multiple repositories and archiving their data voluntarily.

Student research is a significant and rapidly growing component of the institutional repository (IR) at Utah State University (USU). A briefing paper prepared for Open Access Scholarly Information Sourcebook (OASIS) points to student works as one of nine purposes for an IR.1 It is not uncommon to find undergraduate and graduate theses and dissertations in IRs. In 2013, an analysis of 283 U.S. repositories using the bepress or DSpsace platforms indicated 71% include this type of student research. However, other student research such as posters, presentations, or papers were only found in 38% of these repositories. Utah State University's IR actively solicits student research resulting from research groups and individuals, as well as posters and creative works featured in the university's Student Showcase symposium.

All Harvard Schools Now Have Open Access Policies

With the adoption of an open access policy in June by the Harvard Medical School, all Harvard schools now have open access policies.

Harvard Medical School adopted an open-access policy on June 18, 2014, by a unanimous vote of the Faculty Council. The new policy covers both "quad"-based and clinical faculty. Now all Harvard schools have open-access policies.

Like the other Harvard policies, the Medical School policy insures that faculty members automatically retain a license to share their research papers freely through DASH (Digital Access to Scholarship at Harvard), the University’s open-access repository. Faculty also have the option to waive this license for any article, preserving their freedom to submit new work to the journals of their choice. When faculty write articles covered by the Medical School policy and the policy at the National Institutes of Health (NIH), they need only deposit once to comply with both.

MELIBEA is a Spanish database that uses a composite formula with eight weighted conditions to estimate the effectiveness of Open Access mandates (registered in ROARMAP). We analyzed 68 mandated institutions for publication years 2011-2013 to determine how well the MELIBEA score and its individual conditions predict what percentage of published articles indexed by Web of Knowledge is deposited in each institution's OA repository, and when. We found a small but significant positive correlation (0.18) between MELIBEA score and deposit percentage. We also found that for three of the eight MELIBEA conditions (deposit timing, internal use, and opt-outs), one value of each was strongly associated with deposit percentage or deposit latency (immediate deposit required, deposit required for performance evaluation, unconditional opt-out allowed for the OA requirement but no opt-out for deposit requirement). When we updated the initial values and weights of the MELIBEA formula for mandate effectiveness to reflect the empirical association we had found, the score's predictive power doubled (.36). There are not yet enough OA mandates to test further mandate conditions that might contribute to mandate effectiveness, but these findings already suggest that it would be useful for future mandates to adopt these three conditions so as to maximize their effectiveness, and thereby the growth of OA.

PAGES will provide metadata and abstracts for such publications in a way that is open, readable, and available for bulk download. The PAGES metadata catalog will be included in the Department's Enterprise Data Inventory and Public Data Listing. PAGES will also link to the full text VoR hosted by the publisher when the article is available on the publisher's site openly and without charge. In instances where this is not the case, PAGES will link to a full-text version of the accepted manuscript twelve months from the article publication date and then link to the VoR when and if it becomes available. Metadata accompanying the accepted manuscript, e.g., author name, journal title, and digital object identifier (DOI) for the VoR, ensures that attribution to authors, journals, and original publishers will be maintained.

The intention is to evaluate their degree of openness with specific attention to different categories of documents (journal articles, books and book chapters, conference communications, electronic theses and dissertations, reports, working papers) and thus to contribute to a better understanding of their features and dynamics. We address the underlying question of whether this lack of openness is temporary due to the transition from traditional scientific communication to open access infrastructures and services, or here to stay, as a basic feature of the new and complex cohabitation of institutional repositories and commercial publishing.

Many distinguished scholars published the primary corpus of their work before the advent of online journals, which makes it more challenging to access. Upon being approached by a distinguished Emeritus Professor seeking advice about getting his work posted online, librarians at the University of Minnesota worked to gain copyright permissions to scan and upload older works to the University's Digital Conservancy (UDC). This project then uniquely took the process one step further, using the sharing option of RefWorks to make these works accessible to the widest possible audience while concurrently offering the sophisticated functionality of a citation manager. With open access repositories gaining acceptance as an authoritative long-term venue for making resources available online, including older content that can be digitized, the methods developed in this pilot project could easily be followed by others, thus greatly increasing access to older literature from distinguished scholars.

With previous studies suggesting realized green OA to be around 12% of total annual articles the results highlight the substantial unused potential for green OA.

Libraries encourage students to utilize Institutional Repositories (IRs) to house e-portfolios that demonstrate their skills and experiences. This is especially important for students when applying for jobs and admission into graduate schools. However, within the academic sphere there are legitimate reasons why some faculty-student collaboration efforts should not be documented and openly shared in institutional repositories. The need for the protection of ideas and processes prior to faculty publication can be in direct conflict with the intention for institutional repositories to promote the excellent efforts of students. This is certainly true in laboratory situations where details of experiments and research areas are guarded for the lifetime of the exploration process. Librarians must work with others to develop guidelines and educational programs that prepare all stakeholders for these new information release considerations. One outcome of such deliberations could be the development of mutually beneficial publication guidelines which protect sensitive details of research yet allow students to submit selective research documentation into an IR. The other extreme, with no agreed upon partial embargo scenarios, could result in the removal of students from sensitive collaborations. Given the need for scientific laboratories to utilize student workers, and the benefit of real research experiences for students, the academy must find a balanced solution to this inherent conflict situation.

Symplectic's flagship product, Elements, will form the basis of a research information management system intended to simplify participation in UC's OA Policy by providing an efficient method for faculty to deposit their research into eScholarship, UC's institutional repository. This system holds great promise for dramatically increasing the rate of deposit of faculty publications in accordance with the policy.

With a robust set of features that address the specific requirements of the UC OA Policy and the needs of UC authors, Elements will closely monitor publication sources, including public and licensed publication indexes, for any new materials published by UC authors. Once a new publication is detected in the indexes, the system will collect as much information about that publication as possible and contact the author(s) by email for confirmation and manuscript upload. Author-approved publications will then be automatically submitted to eScholarship, where they will be openly available to the public.

Each [article] version is a revision of the original, and the copyright is the same for all these derivatives. When copyright is transferred to a publisher, the rights in the entire set of versions, as derivatives of one another, are included in the transfer. Authors are not allowed to use their post-prints because the rights in that version are not covered in the transfer; they are allowed to use post-prints only because the right to do so, in specified situations, is licensed back to them as part of the publication agreement.

Once a copyright transfer has been signed, all of the rights that the author may still have are because of specific contractual terms, which are usually contained in the transfer document itself. In short, these agreements usually give all of the rights under copyright to the publisher and then license back very small, carefully defined slivers of those rights back to the author. One of those slivers is often, but not always, the right to use a submitted version, or post-print, in carefully limited ways.

In order to overcome this barrier, some organizations have successfully negotiated authors' or deposit rights with publishers in the context of purchasing content licenses. This report documents the existing OA licensing language that has been implemented by organizations around the world and presents some suggestions for their successful adoption. The report concludes that OA clauses offer a feasible option for institutions to address some of the obstacles to article deposit into repositories.

The steering group will oversee a feasibility study, guide policy, and explore governance structures necessary for prototyping and implementing the network. This repository network, the Shared Access Research Ecosystem (SHARE), is being developed as one response to a White House directive instructing federal funding agencies to make the results of research they fund available to the public.
