"Understanding Barriers Affecting the Adoption and Usage of Open Access Data in the Context of Organizations"


Although the benefits of organizational adoption are significant, most OAD-related projects fail because of organizational barriers and resistance to adoption. This study first aims to find these organizational barriers to adopting OAD to raise awareness of the obstacles organizations must overcome. Towards this aim, after conducting a systematic literature review (SLR) and an expert panel, a research model based on the Technology – Organization – Environment (TOE) framework is proposed in this study. As a result of SLR, 97 barriers were identified from ten primary studies. After critically examining these barriers, a research model classifying 22 crucial barriers to organizational OAD adoption based on the TOE framework is proposed.

"Tracing Data: A Survey Investigating Disciplinary Differences in Data Citation"


Data citations, or citations in reference lists to data, are increasingly seen as an important means to trace data reuse and incentivize data sharing. Although disciplinary differences in data citation practices have been well documented via scientometric approaches, we do not yet know how representative these practices are within disciplines. Nor do we yet have insight into researchers’ motivations for citing — or not citing — data in their academic work. Here, we present the results of the largest known survey (n = 2,492) to explicitly investigate data citation practices, preferences, and motivations, using a representative sample of academic authors by discipline, as represented in the Web of Science (WoS). We present findings about researchers’ current practices and motivations for reusing and citing data and also examine their preferences for how they would like their own data to be cited. We conclude by discussing disciplinary patterns in two broad clusters, focusing on patterns in the social sciences and humanities, and consider the implications of our results for tracing and rewarding data sharing and reuse.

"USC Press and University Libraries Launch Open-Access Publishing Platform"


The University of South Carolina Press and University Libraries are embarking on a new collaborative venture: Open Carolina, an open-access publishing platform. . . .

Many ventures into open scholarly resources are planned as temporary pilot operations because they are funded by time-limited grant pools. Thanks to consistent funding from the Libraries, Open Carolina has a sustainable model that will allow scholars with limited publishing funds to share their research via the platform, partially or totally foregoing associated fees. In its inaugural year, the Libraries aim to fund four full-length books and support is in place to make the program sustainable for years to come and allow Open Carolina to grow steadily.

Open Carolina will offer opportunities to a wide range of scholars and researchers regardless of university affiliation.

"Expanding the Data Ark: An Attempt to Make the Data from Highly Cited Social Science Papers Publicly Available"


Access to scientific data can enable independent reuse and verification; however, most data are not available and become increasingly irrecoverable over time. This study aimed to retrieve and preserve important datasets from 160 of the most highly-cited social science articles published between 2008-2013 and 2015-2018. We asked authors if they would share data in a public repository — the Data Ark — or provide reasons if data could not be shared. Of the 160 articles, data for 117 (73%, 95% CI [67% – 80%]) were not available and data for 7 (4%, 95% CI [0% – 12%]) were available with restrictions. Data for 36 (22%, 95% CI [16% – 30%]) articles were available in unrestricted form: 29 of these datasets were already available and 7 datasets were made available in the Data Ark. Most authors did not respond to our data requests and a minority shared reasons for not sharing, such as legal or ethical constraints. These findings highlight an unresolved need to preserve important scientific datasets and increase their accessibility to the scientific community.

"Never Mind Predatory Publishers… What about "Grey" Publishers?"


The Harbingers project, which studied the working lives and scholarly communication behaviour of early career researchers (ECRs) over 6 years, found evidence of changing attitudes to questionable (grey) publishing. Thus, whilst predatory publishers have come to be treated with equanimity, as a problem easily dealt with, there was growing concern with the high volume of low-grade research being generated, some of which by "grey" open access publishers for want of a better name (questionable and non-standard have also been used). With the recent announcement (2023) that the government of Malaysia (a Harbinger case country) is not providing Article Processing Charges (APCs) for articles published by MDPI, Frontiers and Hindawi on quality and cost grounds, we set out to see what lay behind this decision and whether other countries exhibited similar concerns. Information was obtained by asking Harbinger country leads, mostly embedded in research universities, from Australia, China, France, Israel, Malaysia, Poland, Spain, UK, and the US to conduct desk research to establish what is happening. It was found that countries, like ECRs, appear to have formed into two different camps, with China, Poland, France, and Spain joining Malaysia in the camp of those who felt concerned about these publishers and the UK, US, Israel, and Australia belonging to the camp of the unconcerned. Explanations for the split are furnished and whether the Malaysian position will prevail elsewhere is considered. Finally, in this paper, we have aired issues/concerns, rather than provided robust, systematic data. For a systematic study we shall have to wait for the fuller study we are hoping to conduct.

"Transforming Scholarly Communications: The Part Played by the Pandemic and the Contribution of Early Career Researchers"


Investigates whether junior researchers believe that the scholarly communication system is changing in a significant way, whether they have contributed to the changes they envisaged, whether the pandemic has fast-forwarded change and what they thought a transformed system might look like. The data are drawn from the Harbingers-2 project, which investigated the impact of the pandemic on the scholarly communications attitudes and behaviours of early career researchers (ECRs). . . . A majority of ECRs thought that there had been significant changes in the scholarly system, and a large minority thought that the pandemic was responsible. Most of them wanted a system that was more open in terms of open access and open data, with a third taking personal action to bring about change.

"The State of Scientific PDF Accessibility in Repositories: A Survey in Switzerland"


This survey analyzes the quality of the portable document format (PDF) documents in online repositories in Switzerland, examining their accessibility for people with visual impairments. Two minimal accessibility features were analysed: the PDFs had to have tags and a hierarchical heading structure. The survey also includes interviews with the managers or heads of multiple Swiss universities’ repositories . . . An analysis of interviewee responses indicates an overall lack of awareness of PDF accessibility, and shows that online repositories currently have no concrete plans to address the issue. This paper concludes by presenting a set of recommendations for online repositories to improve the accessibility of their PDF documents.

"Survey of Open Science Practices and Attitudes in the Social Sciences"


Since September of 2019, a task group within the European Open Science Cloud – EOSC Nordic Project, work-package 5 (T5.3.2), has focused its attention on machine-actionable Data Management Plans (maDMPs). A delivery working-paper from the group (Hasan et al. 2021) concluded in summary that extracting useful information from traditional free-text based DMPs is problematic. While maDMPs are generally more FAIR compliant, and as such accessible to both humans and machines, more interoperable with other systems, and serving different stakeholders for processing, sharing, evaluation and reuse. Different DMP tools and templates have developed independently, to a varying degree, allowing for the creation of genuinely machine actionable DMPs. Here we will describe the first three tools or projects for creating maDMPs that were central parts of the original task group mission. We will get into a more detailed account of one of these, specifically the Stockholm University — EOSC Nordic maDMP project using the DMP Online tool, as described by Philipson (2021). We will also briefly touch upon some other current tools and projects for creating maDMPs that are compliant with the RDA DMP Common Standard (RDCS), aiming for integration with other research information systems or research data repositories. A possible conclusion from this overview is that the development of tools for maDMPs is progressing fast and seems to converge towards a common standard. Nonetheless, there remains an immense amount of work to get there.

"Finding the Right Platform: A Crosswalk of Academy-Owned and Open-Source Digital Publishing Platforms"


A key responsibility for many library publishers is to collaborate with authors to determine the best mechanisms for sharing and publishing research. Librarians are often asked to assist with a wide range of research outputs and publication types, including eBooks, digital humanities (DH) projects, scholarly journals, archival and thematic collections, and community projects. These projects can exist on a variety of platforms both for profit and academy owned. Additionally, over the past decade, more and more academy owned platforms have been created to support both library publishing programs. Library publishers who wish to emphasize open access and open-source publishing can feel overwhelmed by the proliferation of available academy-owned or -affiliated publishing platforms. For many of these platforms, documentation exists but can be difficult to locate and interpret. While experienced users can usually find and evaluate the available resources for a particular platform, this kind of documentation is often less useful to authors and librarians who are just starting a new publishing project and want to determine if a given platform will work for them. Because of the challenges involved in identifying and evaluating the various platforms, we created this comparative crosswalk to help library publishers (and potentially authors) determine which platforms are right for their services and authors’ needs.

"The Effects of Research Data Management Services: Associating the Data Curation Lifecycle with Open Research Output"


This study seeks to understand the relationship between research data management (RDM) services framed in the data curation life cycle and the production of open data. An electronic questionnaire was distributed to US researchers and RDM specialists, and the results were analyzed using Chi-Square tests for association. The data curation life cycle does associate with the production of open data and shareable research, but tasks like data management plans have stronger associations with the production of open data. The findings analyze the intersection of these concepts and provide insight into RDM services that facilitate the production of open data and shareable research.

"Citation Beneficiaries of Discipline-Specific Mega-Journals: Who and How Much"


The emergence of mega-journals (MJs) has influenced scholarly communication. One concrete manifestation of this impact is that more citations have been generated. Citations are the foundation of many evaluation metrics to assess the scientific impact of journals, disciplines, and regions. We focused on searching for citation beneficiaries and quantifying the relative benefit at the journal, discipline and region levels. More specifically, we examined the distribution and contribution to citation-based metrics of citations generated by the five discipline-specific mega-journals (DSMJs) categorized as Environmental Sciences (ES) on Web of Science (WoS) from Clarivate Analytics in 2021: Sustainability, International Journal of Environmental Research and Public Health, Environmental Science and Pollution Research, Journal of Cleaner Production and Science of the Total Environment. Analysis of the distribution of citing data of the five DSMJs shows a pattern with wide coverage but skewness by region and the WoS category; that is, papers in the five DSMJs contributed 26.66% of their citations in 2021 to Mainland China and 22.48% to the ES. Moreover, 15 journals within the ES had their JIFs boosted by more than 20%, benefitting from the high citing rates of the five DSMJs. More importantly, the analysis provides clear evidence that DSMJs can contribute to JIF scores throughout a discipline through their volume of references. Overall, DSMJs can widely impact scholarly evaluation because they contribute citation benefits and improve the evaluation index performance of different scientific entities at different levels. Considering the important application of citation indicators in the academic evaluation system and the increase in citations, it is important to reconsider the real research impact that citations can reflect.

"Frontiers Pilots ‘Flat Fee’ Publishing Partnership with the University of California"


Gold open access publisher Frontiers has announced its first consortium partnership in North America with the University of California (UC). The one-year agreement will also pilot a novel partnership model: UC will receive unlimited publishing in 20 specified Frontiers journals for a pre-agreed annual flat fee.

The eligible journals have been selected by UC from Frontiers’ Humanities and Social Sciences and Sustainability titles as being from underrepresented and under-funded disciplines. The deal will allow corresponding UC authors at any of the University of California’s 10 campuses, including the Lawrence Berkeley National Laboratory (LBNL), to publish in these journals without limit and without APC.

"The Cost Profiles of Alternative Approaches to Journal Publishing"


The digital era is having a substantial impact on journal publishing. In order to assist in analysing this impact, a model is developed of the costs incurred in operating a refereed journal. Published information and estimates are used to apply the model to a computation of the total costs and per–article costs of various forms of journal publishing. Particular attention is paid to the differences between print and electronic forms of journals, to the various forms of open access, and to the differences between not–for–profit and for–profit publishing undertakings.

Insight is provided into why for–profit publishing is considerably more expensive than equivalent activities undertaken by unincorporated mutuals and not–for–profit associations. Conclusions are drawn concerning the current debates among conventional approaches and the various open alternatives.

"A Decade of Surveys on Attitudes to Data Sharing Highlights Three Factors for Achieving Open Science"


Over a 10 year period Carol Tenopir of DataONE and her team conducted a global survey of scientists, managers and government workers involved in broad environmental science activities about their willingness to share data and their opinion of the resources available to do so. . . .

The most surprising result was that a higher willingness to share data corresponded with a decrease in satisfaction with data sharing resources across nations (e.g., skills, tools, training) (Fig.1). That is, researchers who did not want to share data were satisfied with the available resources, and those that did want to share data were dissatisfied. Researchers appear to only discover that the tools are insufficient when they begin the hard work of engaging in open science practices. This indicates that a cultural shift in the attitudes of researchers needs to precede the development of support and tools for data management.

"Open Access Mirror Journals: An Experiment in Brand Loyalty"


Open access (OA) mirror journals have been launched by Elsevier as an alternative or supplement to original non-OA journals [1]. These OA mirror journals have the same title, aims and scope, editorial board, and peer-review process as their parent journal, and are distinguished by an "X" after the name. However, because the OA mirror journals have their own ISSNs (International Standard Serial Numbers), they are completely separate journals, which does not fit with Harrison’s [1] assertion that by publishing OA mirror journals, Elsevier is responding to authors’ need to publish in OA journals while simultaneously not wanting to sacrifice their association with the leading journal brands in their field. Asai [2] compared 22 pairs of Elsevier’s OA mirror journals with their parent journals and found that the parent journals were more preferred by authors. This essay analyses Elsevier’s OA mirror journals as an experiment of one publisher, which has a dominant position in the scientific publishing market. Elsevier has set an ambitious price level for article processing charges (APCs) in these OA mirror journals. The evolution of the price level for mirror journals, compared with the evolution of the price level for APCs for other Elsevier’s journals, is used to assess the success of Elsevier’s experiment.

"IOP Publishing and the University of Texas System Drive Forward Open Access to North American Research with New Transformative Agreement"


The University of Texas System (UT System) — one of the US’s largest public university systems — have established a three-year transformative agreement (TA) with society publisher IOP Publishing (IOPP). The agreement between IOPP and the UT System allows affiliated researchers to publish unlimited OA articles in IOPP’s journals and most partner journals with the costs to publish already covered. . . .

The TA will help to widen the readership and increase visibility of research published by authors affiliated with all 14 UT System Institutions. IOPP user data shows that OA content is downloaded 80% more and cited 30% more than paywalled content, demonstrating the substantial advantages of publishing research OA.

"Article Processing Charges in Gold Open Access Journals: An Empirical Study"


This study focuses on analyzing the trends in article processing charges (APCs) levied by open access journals. . . . Among the 17,379 journals included in the DOAJ, only 5,122 journals were found to charge APCs. Through the examination of the collected data, it was discovered that the highest APC amount recorded was INR 518,334.95 (equivalent to USD 6680.46), while the lowest APC observed was INR 1.04 (equivalent to USD 0.013).

"Open Access and University IP Policies in the United States"


Although the existing, somewhat messy, maze of institutional IP policies, publishing agreements, and OA policies can seem daunting, understanding their terms is important for authors who want to see their works made openly available. I’ll leave for another day to explore whether it’s a good thing that the rights situation is so complex. In many situations, rights thickets like these can be a real detriment to authors and access to their works. In this case the situation is at least nuanced such that authors are able to leverage pre-existing licenses to avoid negotiating away the bundle of rights they need to see their works made available openly.

"Code Sharing Increases Citations, but Remains Uncommon"


Overall, R code was only available in 49 of the 1001 papers examined (4.9%) (Figure 1). When included, code was most often in the Supplemental Information (41%), followed by Github (20%), Figshare (6%), or other repositories (33%). Open-access publications were 70% more likely to include code than closed access publications (7.21% vs. 4.22%, X2 = 4.442, p < 0.05). Code-sharing was estimated to increase at 0.5% / year, but this trend was not significant (p=0.11). The year of 2021 and 2022 showed a shift towards more frequent sharing, but the percentage of code-sharing has been consistently below 15% over the past decade (Figure 1).

We found papers including code disproportionately impact the literature (Figure 2), and accumulate citations faster (i.e., a marginally significant year-by-code-inclusion interaction; p = 0.0863). Further, we found a significant interaction between Open Access and code inclusion (p = 0.0265), with publications meeting both Open Science criteria (i.e., open code and open access) having highest overall predicted citation rates (Figure 2). For example, Open Science papers are expected to receive more than doubled citations (96.25 vs. 36.89) in year 13 post-publication compared with fully closed papers (Figure 2).

"The Rights of UC Authors Are at Stake. Here’s What We Are Doing about It."


"We have learned that many publishers are requiring UC authors to sign misleading License to Publish agreements, which undermine the spirit and intent of [UC’s open access policies]," wrote Susan Cochran, Chair of the faculty Academic Senate PDF.

By purporting to restrict an author’s abilities to reuse their own work, "these agreements essentially turn faculty authors into readers, as opposed to creators and owners of their own work," the Academic Senate chair concludes.

The team that leads negotiations with scholarly publishers on behalf of the university, including representatives from UC’s California Digital Library, the 10 campus libraries, and the Academic Senate, is now taking up the charge, making author rights the next frontier in advocating for the UC research community.

"The Future of Open Source Is Still Very Much in Flux"


Today, 96% of all code bases incorporate open-source software. GitHub, the biggest platform for the open-source community, is used by more than 100 million developers worldwide. The Biden administration’s Securing Open Source Software Act of 2022 publicly recognized open-source software as critical economic and security infrastructure. Even AWS, Amazon’s money-making cloud arm, supports the development and maintenance of open-source software; it committed its portfolio of patents to an open use community in December of last year. Over the last two years, while public trust in private technology companies has plummeted, organizations including Google, Spotify, the Ford Foundation, Bloomberg, and NASA have established new funding for open-source projects and their counterparts in open science efforts—an extension of the same values applied to scientific research.
