The WALCM is an attempt to represent common workflows and create a measurable model for organizations to reference in order to create or improve their web archiving programs.

The Open Annotation Core Data Model specifies an interoperable framework for creating associations between related resources, called annotations, using a methodology that conforms to the Architecture of the World Wide Web. Open Annotations can easily be shared between platforms, with sufficient richness of expression to satisfy complex requirements while remaining simple enough to also allow for the most common use cases, such as attaching a piece of text to a single web resource. This paper presents the W3C Open Annotation Community Group specification and the rationale behind the scoping and technical decisions that were made. It also motivates interoperable Annotations via use cases, and provides a brief analysis of the advantages over previous specifications.

This year, the serials pricing data indicates that prices are increasing at about the same rate as last year. Increases seemed to have plateaued at about 6% for 2013. Data from the merged ISI indexes shows a 6% increase for 2013, unchanged from 2012. EBSCO's MasterFILE Premier and Academic Search Premier show similar results: average prices for titles in MSP increased 5% for 2013, while average prices for titles in ASP increased 6% in 2013, the same increase as for 2012. The Consumer Price Index (CPI), on the other hand, advanced 1.7% for 2012, which means serials inflation continues to far exceed general inflationary pressures and library budget adjustments.

With the Government's policy that we are all implementing, we will see an increase in the amount of hybrid open-access publishing done at scale. For the open-access components of that hybrid publishing, it is clear that the costs are sustainable through the article-publishing charges. For the subscription part of those titles, the costs continue to need to be covered through the subscription model. If the content is freely available too quickly, there will be no need for libraries to continue to pay those subscription costs. While we have not seen clear evidence of an undermining or cancellation of subscriptions at this point, there is evidence, such as that Audrey referred to, that librarians are watching this space very closely and are very mindful of it. We have also seen that where content is deposited at scale, there can be an erosion of transactional revenues-the pay-per-view business model. Those are very modest components of most of our revenue streams, but again it is a potential early-warning sign.

House Judiciary Committee Chairman Announces Comprehensive Review of Copyright Law

House Judiciary Committee Chairman Bob Goodlatte has announced that his committee will undertake a comprehensive review of copyright law.

There is little doubt that our copyright system faces new challenges today. The Internet has enabled copyright owners to make available their works to consumers around the world, but has also enabled others to do so without any compensation for copyright owners. Efforts to digitize our history so that all have access to it face questions about copyright ownership by those who are hard, if not impossible, to locate. There are concerns about statutory license and damage mechanisms. Federal judges are forced to make decisions using laws that are difficult to apply today. Even the Copyright Office itself faces challenges in meeting the growing needs of its customers—the American public.

So it is my belief that a wide review of our nation's copyright laws and related enforcement mechanisms is timely. I am announcing today that the House Judiciary Committee will hold a comprehensive series of hearings on U.S. copyright law in the months ahead. The goal of these hearings will be to determine whether the laws are still working in the digital age. I welcome all interested parties to submit their views and concerns to the Committee.

This Article examines models of supporting and coordinating cultural production without exclusivity, including crowdfunding, tips, levies, restitution, and service-based models. In their current forms, each of these models fails to provide a cohesive and convincing vision of the two main functions of copyright: instrumentally (how cultural production can be funded) and fairness (how authors can be adequately rewarded). This article provides three avenues for future research to investigate the viability of alternate copyright models: (1) a better theory of fairness in copyright rewards; (2) more empirical study of commons models of cultural production; and (3) a critical examination of the noneconomic harm limiting function that exclusivity in copyright provides
