In academia, there is a growing acceptance of sharing the final electronic version of graduate work, such as a thesis or dissertation, in an online university repository. Though previous studies have shown that journal editors are willing to consider manuscripts derived from electronic theses and dissertations (ETDs), faculty advisors and graduate students continue to raise concerns that online discoverability of ETDs negatively impact future opportunities to publish those findings. The current study investigated science journal policies on open access ETDs and found that more than half of the science journals contacted (51.4%) reported that manuscripts derived from openly accessible ETDs are welcome for submission and an additional 29.1% would accept revised ETDs under certain conditions.

As of May 2013, 15% of American adults ages 18 and older do not use the internet or email.
Asked why they do not use the internet:
- 34% of non-internet users think the internet is just not relevant to them, saying they are not interested, do not want to use it, or have no need for it.
- 32% of non-internet users cite reasons tied to their sense that the internet is not very easy to use. . . .
- 19% of non-internet users cite the expense of owning a computer or paying for an internet connection.
- 7% of non-users cited a physical lack of availability or access to the internet.

European Landscape Study of Research Data Management
SURF has released the European Landscape Study of Research Data Management.

This report presents the results of an online survey to establish which interventions are already being used by funding agencies, research institutions, national bodies and publishers across the European Union member states and a number of countries outside Europe in order to improve the capacity and skills of researchers in making effective use of research data infrastructures. It also makes recommendations that organisations can adopt to help their researchers. . . .
Interviews with researchers indicate that the main drivers for writing a data management plan are requirements by the funder or the publisher. Nearly half of the research funders who took part in the survey have a policy covering research data management, whilst a quarter of the funders require data management plans as part of the grant application. Data management plans should address data acquisition, use, re-use, storage and protection and the rights of ownership. Just over one third of the responding funding organisations designate a specific organisation for preservation, although no term has been identified.

We document a serious problem of reference rot: more than 70% of the URLs within the Harvard Law Review and other journals, and 50% of the URLs found within U.S. Supreme Court opinions do not link to the originally cited information.
Given that, we propose a solution for authors and editors of new scholarship that involves libraries undertaking the distributed, long-term preservation of link contents.

Congressman Jim Sensenbrenner (R-WI) and Committee on Science, Space, and Technology Ranking Member Eddie Bernice Johnson (D-TX) today introduced the Public Access to Public Science (PAPS) Act. This legislation would ensure public access to published materials concerning scientific research and development activities funded by federal science agencies, including the National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), the National Institute of Standards and Technology (NIST) and the National Weather Service (NWS). An embargo period is included to help balance publishers' needs with public access goals. PAPS builds on efforts by the Office of Science and Technology Policy (OSTP).
