MORE FLIES WITH HONEY: First, Senators Thune and Upton introduced bills before the FCC even voted, sensing the strong regulations coming and hoping to head the Commission off at the pass. They claim the bill legislatively protects net neutrality by preventing non-throttling and non-blocking. . . More importantly, the bill revokes the Commission's authority over any other aspect of the broadband ecosystem, forever. . . .

SALTING THE EARTH: An alternative—but unsurprising—attack came from a different faction of Congressional Republicans, headed by Rep. Collins. Once the rules hit the Federal Register, the clock starts ticking on the Congressional Review Act—which allows Congress to review a "major" rule issued by any federal agency before the rules take effect (so, 60 days). The resolution ("CR") only needs a simple majority to pass in the House and the Senate—although the President can veto it, and likely would in this case. . . .

IMLS Releases Four National Digital Platform Grant Proposals

IMLS has released four national digital platform grant proposals for projects it awarded grants to.

Fostering a New National Library Network through a Community-Based, Connected Repository System (LG-70-15-0006): The Digital Public Library of America (DPLA), Stanford University, and DuraSpace will foster a greatly expanded network of open-access, content-hosting "hubs" that will enable discovery and interoperability, as well as the reuse of digital resources by people from this country and around the world. The three partners will engage in a major development of the community-driven open source Hydra project to provide these hubs with a new all-in-one solution, which will also allow countless other institutions to easily join the national digital platform.

Museum Hub for Open Content (LG-70-15-0002): ARTstor, in collaboration with the El Paso Museum of Art, the Museo de Arte de Ponce in Puerto Rico, the Philadelphia Museum of Art, the Staten Island Museum, and the Digital Public Library of America (DPLA) will create and implement software to enable museums to contribute digital image collections for open public access. The project will lower barriers to museum contributions to the DPLA by producing enhanced metadata tools, intellectual property rights decision support tools, and a direct-to-DPLA publishing capacity.

Combining Social Media Storytelling with Web Archives (LG-71-15-0077): Old Dominion University and the Internet Archive will collaborate to develop tools and techniques for integrating "storytelling" social media and web archiving. The partners will use information retrieval techniques to (semi-)automatically generate stories summarizing a collection and mine existing public stories as a basis for librarians, archivists, and curators to create collections about breaking events.

Repository Services for Accessible Course Content (LG-72-15-0009): This planning project, led by Tufts University, will bring together experts from disability services, including librarians, IT professionals, advocates, and legal counsel, to develop work plans for shared infrastructure, within which universities can support their students with disabilities. The intention is to create specifications and a business model that will complement existing platforms and services.

On Thursday, Senator Ron Wyden and Representative Jared Polis introduced a new bill to fix many of the problems that Section 1201 of the Digital Millennium Copyright Act causes for free speech, privacy, security research, and innovation. Called the "Breaking Down Barriers to Innovation Act," the bill would make it a little easier to get three-year exemptions to the DMCA's ban on circumventing digital restrictions. It also expands and clarifies the exemptions for encryption research, security testing, strengthening privacy, and reverse engineering. . . .

There's another bill that strikes at the root of the problem. Just a few weeks ago, Representative Zoe Lofgren, along with Representatives Massie, Polis, and Eshoo, re-introduced the Unlocking Technology Act. It makes a simple and straightforward change to Section 1201 of the DMCA: circumventing DRM would only be illegal if a person intends to infringe copyright. With that change, extracting video clips from digital media to make fair uses, as well as modifying our own digital devices and making work more accessible would all be free from legal threats under the DMCA.

The iSchool combines the School of Information Resources and Library Science, or SIRLS, located in the College of Social and Behavioral Sciences, and the School of Information: Science, Technology, and Arts, or SISTA, located in the College of Science.

The iSchool will include additional affiliate faculty from the College of Social and Behavioral Sciences and the College of Science, as well as faculty from College of Fine Arts and the College of Humanities who have research interests in digital arts and humanities. . . .

The Master of Arts in library and information science is accredited by the American Library Association and prepares students for careers in libraries, museums and archives, as well as in government and business information centers. . . .

Students in the doctoral program in information learn to develop and apply computational methods to challenges that overlap multiple academic disciplines—from discovering signaling pathways in cells, to understanding musical improvisation, to training digital video cameras to understand what they see—and will be prepared for careers in academia, government and industry.

A Master of Science in information is undergoing university approvals and is expected to be available for classes beginning in the fall.

The iSchool also will offer a variety of certificates. Like most of the degrees, they will be offered face-to-face and online. They are:

The DigIn (Digital Information Management) graduate certificate, which trains professionals to create and manage large, complex digital collections.

The certificate in archival studies, which teaches students how archival practices affect the composition and meaning of cultural artifacts and the historical record.

The legal information and scholarly communication certificate, which prepares students to serve in various types of libraries, archives, government agencies and businesses where legal information is critical for success. For jobs where a Juris Doctorate is required, the school provides a law librarianship graduate certificate.

The certificate in medical and community health information, which will involve skills in the acquisition and dissemination of quality health information as well as training on providing culturally competent health information services.
